Business Performance and Process Control (BPPC)
The tight financial resources of cities and counties increasingly force administrative bodies such as municipal enterprises to push for cost reduction and improvement in the economy of service operations.

A glance at the standard financial indicators will show up the symptoms of business performance deficits but will reveal hardly any information on their causes. Financial indicators generally show if some intervention is necessary but the precise nature of intervention that is necessary to correct the situation, remains usually vague.
Improving operative processes is the single most powerful instrument to reduce costs over the long term, improve efficiency and assure quality. Detailed knowledge of service processes is an essential prerequisite for goal-oriented planning, effective business control and to make service operations cost-efficient. Systematic business performance and process control will show where exactly intervention is necessary in the service process.
Aside from business requirements, the newly introduced performance-related wage scheme (e.g. collective wage agreements for public sector employees in Germany) also demands very precise knowledge of processes for objective assessment of services.
In order to gain detailed process know-how, it is essential to monitor work sequences on a continuous basis and use suitable metrics to measure and assess services.
Systematic BPPC will yield planning and process control information for divisional managers, department heads, procurement staff and other office bearers in public administration and agencies. This information can be then used to react quickly and efficiently in the event of disruptions to day-to-day work and improve processes on a continuous basis.
Standardised reporting facilities will show key performance indicators at a glance so as to provide the transparency that is required to assess services objectively and realise the long-term potential for optimisation and cost minimisation.
Effective BPPC is achieved in a series of steps. The first step involves precisely analysing and documenting service processes. This step will reveal systemic weaknesses already in the planning phase and help to establish binding standard processes. The second step involves defining the metrics that will be used to measure services, the key performance indicators that will be used for assessment and where exactly they will be used to assessing services.
Customised software will be provided to manage this complex task depending on the needs of the agency.
